The Monthly Memo
August 1, 1999
Dear Colleagues,
Please visit our web page. The site address is: heab.state.wi.us.
Points of Interest:
- The Assembly and Senate did each select four conferees to come together and discuss the
Assembly and Senate budget versions and to develop a final version to be sent to the Governor for
signature. However, the conferees have reached an impasse. Negotiations have broken down and no one
knows when they will come back together again to continue their work. I did send a memo to you July
23rd that discussed the status of the budget and how the delay will impact the programs HEAB
administers. If you did not receive that memo, please contact me.
- Due to print service changes, cost, and timeliness we will be moving to one hard copy
of the notification list and accompanying reports per school. As an alternative to the multiple
paper copies, we would like to offer electronic copies of the reports which would be available in
either a report form or a flat file. These files can be sent via Email or FTP. Some schools who
already receive the lists electronically have requested that we no longer send paper versions since
they are able to print whatever is needed from the electronic file. You will soon receive a request
to indicate whether you would like to receive report type electronic files or flat files and whether
or not you still want to receive a paper notification list. It is my intention to have this change
implemented by October 1, 1999. Let me know if you have any questions.
Points Related to Processing:
1998-99
- 1998-99 FINAL notification list and other associated reports were printed 7/27/99 and mailed the next day.
- The 1998-99 vouchering process has ended.
- Final 1998-99 reports will be published in the

1999-2000
- 1999-2000 notification lists and other associated reports are scheduled to print 8/3/99,
8/17/99, and 8/31/99. Due to changes in the State's print service, notification lists are being sent
out one day later. In the past, the lists were printed Tuesday nights and mailed Wednesdays. Now
they are printed Tuesday nights and mailed Thursdays.
- The 1999-2000 voucher (V) process will begin August 3, 1999. We will continue
to run the 1999-2000 vouchering process on Tuesday and Friday nights of each week. Just a reminder
that we cannot guarantee that your request can be loaded on the same day it has been received if the
information arrives after 12NOON. Please keep in mind that it takes two to three business
days after the vouchering process runs before checks are physically printed. So please plan
accordingly. Please only voucher funds for students who are registered for coursework. Contact me if
you have any questions.
