The Monthly Memo

  1. 1998-99 notification lists and other associated reports are scheduled to print 3/2/99, 3/16/99, and 3/30/99.

  2. We will continue to run the vouchering process on Tuesday and Friday nights of each week. Just a reminder that we cannot guarantee that your request can be loaded on the same day it has been received if the information arrives after 12NOON. Please keep in mind that it takes two to three business days after the vouchering process runs before checks are physically printed. So please plan accordingly. Contact me if you have any questions.

  3. Currently the award commit and spent for WHEG and WTG is as follows:

      UW WHEG Award Commit = 130.58% (last year at this time it was 134.69%)
      UW WHEG Spent = 91.98% (last year at this time it was 92.28%)
      WTC WHEG Award Commit = 164.15% (last year at this time it was 167.57%)
      WTC WHEG Spent = 93.58% (last year at this time it was 89.96%)
      WTG Award Commit = 113.47% (last year at this time it was 114.01%)
      WTG Spent = 95.12% (last year at this time it was 83.88%)

    Based on the information provided on the first two reconciliation forms and on the current spending level, the "W" code has been placed on new WTG applicants. These codes were first included on the 10/27/98 notification list and will continue to show on future lists. The reconciliation completed in February indicated that a reduction in awards is not necessary.

    A reconciliation form was also sent to schools whose students participate in the WHEG program. Data returned indicates that the WTC WHEG Program will be completely spent and therefore summer awards will not be available. There is a minimal amount of UW WHEG available to spend. A memo to be sent out shortly will provide more details.

  4. Please return all refunds as soon as possible. Please continue to include the following when you are sending refunds:

    • School Code
    • Student's Name
    • Student's Social Security Number
    • Amount of money that is being returned for the individual student
    • Type of program the funds have been disbursed from and the Disbursement Code
    • What semester or term and academic year the funds were originally disbursed for
    • Voucher Number

  5. The Governor presented his budget February 16th. Following are the recommendations included for the Higher Educational Aids Board:

  6. The Higher Educational Aids Board met February 26th. 1999-2000 WHEG and WTG formulas were discussed. More information about next academic year's formulas will be sent to you under separate memo. The various board reports distributed and discussed Friday will be available on our web page in the coming weeks.

  7. Prior to vouchering funds please verify the student's eligibility on the notification list. There are some schools who send File Maintenance or send corrections through the federal processor and assume the changes will occur on the student's record at HEAB. This may not always be the case. We have various edits that prevent changes from automatically changing a student's record e.g. if information sent to the federal processor conflicts with data the student submitted the prior academic year, the change will not be accepted by HEAB through the federal processor. We do plan to review these various edits and will most likely eliminate some. However, there will always be some changes that we will expect the school to review and submit to HEAB via File Maintenance e.g. residency. There will also always be situations, particularly for first year students and transfers who apply to multiple schools, where multiple schools and the student are sending changes in all at the same time. HEAB's student records will always reflect the most recent data submitted. Therefore, schools will always need to verify student's eligibility on the notification list.
