John R. Justice Loan Forgiveness Program

Wisconsin has been approved to receive funds for the John R. Justice Grant. In 2010, Congress enacted this law, named for the late John Reid Justice of South Carolina, to encourage qualified attorneys to choose careers as prosecutors and public defenders and to continue in that service. The John R. Justice Program provides loan repayment assistance for state and federal public defenders and state prosecutors who agree to remain employed as public defenders and prosecutors for at least three years.

The State of Wisconsin Higher Educational Aids Board (HEAB) is the designated administrative agency, and will collaborate with the Wisconsin Public Defenders, the State Prosecutors Office, the Wisconsin Department of Justice, the Association of State Prosecutors (ASP) and the Wisconsin State Public Defenders Association to review applications and select recipients.

Applications for the 2021 John R. Justice grant are being accepted through April 20, 2022.

*The Previous Employment Verification Form is only required if the applicant has been in their current position for less than two years and their previous employment also met the definition of qualified employment for the John R Justice program.

**The Sample Service Agreement is available on the HEAB website for applicants to reference. Applicants, who are selected to receive the 2021 John R Justice award, will be required to complete a service agreement at the time the John R Justice award is accepted. First time awardees will be required to complete the initial three-year service agreement. Awardees, whose initial three-year agreement has not yet expired, will be required to complete an Acknowledgement of Benefit. And, awardees, who have completed the initial three-year service agreement, will be asked to complete a Secondary Term of Service.
