Emergency Medical Service Education Reimbursement Program EMS

The Emergency Medical Service Education Reimbursement Program, 2025 Wisconsin Act 35, was created to reimburse eligible person(s) for the cost of tuition and materials incurred in completing a program at a technical college in Wisconsin as necessary to qualify for initial licensure or initial certification.

Who is Eligible?

ALL applicants MUST BE Wisconsin Residents. To be considered a WI resident, students must meet the criteria outlined in Wisconsin State Statute 36.27 (2).

There are three categories of eligible individuals (WI residents) that may apply for the program.

  • An individual that is applying for their initial license as an emergency medical services practitioner – if they have personally paid for the tuition or material costs of the program.
  • An individual that is applying for initial certification as an emergency medical responder – if they have personally paid for the tuition or material costs of the program.
  • An employer of an individual listed in 1 or 2; if the employer has paid for the applicant’s tuition or material costs of the program.

Qualifications for Reimbursement

For Emergency Medical Services Practitioner:

  • The individual must have satisfactorily completed a course of instruction and training required under s. 256.15 (6)(a) 2.
  • The individual must have passed an examination required under s. 256.15 (6)(a) 4.
  • The individual has met all additional qualifications for licensure as may be required by the Department of Health Services under s. 256.15 (6).
  • The individual has received an initial license from the Department of Health Services as an Emergency Medical Practitioner under s. 256.15 (6).

For Emergency Medical Responder:

  • The individual must have satisfactorily completed a course of instruction required under s. 256.15 (8)(b).
  • The individual must have received certification as an Emergency Medical Responder from the Department of Health Services under s. 256.15 (8)(b).

Employers of Emergency Medical Services Practitioner and Emergency Medical Responder:

  • Must meet requirements from above sections for either Emergency Medical Services Practitioner or Emergency Medical Responder.

Timeframe

  • An individual (WI resident) who received initial licensure on or after October 22, 2025.
  • An individual (WI resident) must apply for reimbursement within a year of program completion.
